In accordance with RS 37:3276(F), an applicant for a security business license “shall have three years of consecutive experience as an employee, manager, or owner of a security company, or three years of experience as a law enforcement officer with any federal, state, local, or United States military law enforcement agency.”
Security Company – a “security company” means a licensed company which provides contract security. “Contract Security Company” means that clients reach out to this company and contract security services through this company. This agency does not regulate “proprietary security”; therefore, this experience is not valid. “Proprietary Security” refers to a guard who works directly for the client (there is a direct employee/employer relationship).
Law Enforcement Officer – a Law Enforcement Officer, or Peace Officer, is defined in La R.S. 40:2402(3)(a) and states: "Peace officer" means any employee of the state, a municipality, a sheriff, or other public agency, whose permanent duties actually include the making of arrests, the performing of searches and seizures, or the execution of criminal warrants, and is responsible for the prevention or detection of crime or for the enforcement of the penal, traffic, or highway laws of this state, but not including any elected or appointed head of a law enforcement department.”
If you have experience as Military Law Enforcement, your DD-214 must state you served as Military Police or equivalent title.
Proprietary Security – examples include working security directly for a bar, security directly for a hospital or any other security where you are paid directly by the client.
Bail Bondsmen/Prison Guards – while these positions work closely with Law Enforcement, they do not have authority to arrest, execute criminal warrants or perform searches and seizures.
Military Service – the only military experience which qualifies you for company ownership is Military Law Enforcement. General military experience, even if you performed duties as a security officer while serving, do not count towards the needed experience.
